They are used by ActivePerl build 623 and up. We had to make changes to
PPM to support big repositories. If you download files manually, you
should be able to use the packages with all 6xx builds of ActivePerl. But
upgrading to 623 and using PPM is the preferred way of accessing the new
repository.
