There is not a good comparison between all of the modules but IMHO -

Win32::Lanman has a wider variety and depth of functions than the
Win32API::Net module or Win32::AdminMisc.

AdminMisc has some of the same functions as Win32API::Net and Win32::Lanman
but some that are either unique to it or that have a more pleasant syntax.

Win32API::Net has a few functions that offer more granularity via level
designators that allow you to extract only small amounts of data whereas the
other modules require you to export fixed sets of data.  This can be very
important when performing certain task in large domains or across slow WAN
lines.

As far as stability all three are stable.

I'm not sure which was the chicken and which was the egg so it may not even
have been a case of lacking.  I wouldn't want to speak for the authors but
I'm sure they wouldn't have taken the time to code out a module if the
available modules gave them all the functionality they needed.
