Perl runs just fine off a CD :)

I presume this is a CGI application? In that case, what you want is a *web
server* that'll run off a CD, and that can be configured to call ActivePerl
(or any other Perl) which you'll also want to put on the CD.
I've heard of people using MicroWeb ( http://www.indigostar.com/microweb.htm
) to do this; however, I have no personal experience with it so I can't
comment on it myself. But that might be something to look into. ("MicroWeb
allows you to create a working web site on a CD-ROM. Using a web browser, a
user can run cgi programs as well as view html files on the cd-rom." It's
produced by IndigoStar, the makers of perl2exe, who also have a Perl
distribution that includes an Apache web server, but that is probably not
what you want in that situation, especially if you have ActivePerl already.)
