I think you should use Win32::Process.

I beleive it can force the application to become visible.   You are staring this
process remotely?  If so this is a common problem.
Win32::Process is very well covered in Dave Roths TSE book.  You can download the
source from his web site to see the code but the book fills in a lot of blanks.

Also you could try using psexec from sysinternals.com.  The latest version dos what
you need.
