It might be simpler just to extract the idle time. The system
has a counter for this purpose, although I'm not sure which DLL
retains it. The idle time is used to discover whether or not
screen savers should be turned on, and/or power management
invoked, if enabled. The information is there somewhere. The
trick is to find it and make use of it.
