Most of the modules that do not HTML help do have POD help. I McGuiver the help for these modules by using the POD2HTML utility that comes with ActivePerl and redirect the out to a HTML file in the appropriate %root%\Perl\html\site\lib\module directory. The PPM utility seems to update the help index every time you install a module so after you write the POD2HTML file to the appropriate directory you still need to install a module to update the index. There is probably a real solution to this but I just reinstall an already installed module and PPM picks up the new HTML help doc and places it in the appropriate section.
I.E.:
ppm install Crypt-Blowfish # no documentation
pod2html Crypt::Blowfish > C:\Perl\html\site\lib\crypt\Blowfish.html
ppm install somemodule # and the Crypt-Blowfish help should now be available.
