OK, so write a nice little FTP program using the Net::FTP module, compile it
into ftppl.exe and use that instead of ftp.exe.
"not allowed to add any modules" cannot possibly be a firm statement for a
system that already has perl.
Another option, since you're on NT, is to use Win32::OLE to automate the IE
object model to perform the FTPs for you.
There's also a Win32::Internet object that has FTP functionality and is part
of the standard activestate distribution.
push back against the requirements, they're making the job more expensive
than it has to be for no appreciable purpose.

Yes, I have used that module in past projects, however, I cannot add any
modules to these particular servers. I must do this with native Perl
