You will have to build the logic into your perl
program which listens on the other side. It may 
get a string from the client and execute it, and
return the results back.

But looking at the way you asked the question,
I would recommend you read some more on sockets,
fork(), pipe etc before you start coding for this.

NOTE: If your remote system is Unix, you
are better off using rsh or ssh to do this. Writing
such a system yourself might create some serious
security holes.

If you can use rsh or ssh, you should create
custom tags to mean custom actions on the remote
side and interpret the commands yourself. Allowing
a client run arbitrary scripts is like pointing
a loaded gun back at your face.
