I am trying to get this package also. I did the following and got the following:

There's a PPD and package at http://www.roth.net/perl/packages as well as a package on CPAN. The package includes a fair amount of documentation and examples of how to use each function/method. If you want to get it from CPAN, http://search.cpan.org should help you should find it. It's current build (027) should be considered a 1.0 release.
