You can get it from Jenda's repository using PPM.

PPM> set repository jenda http://jenda.krynicky.cz/perl
PPM> set save
PPM> install Win32-Lanman

I'd also recommend adding Dave Roth's repository to your PPM.  Use the same
method as above, but the URL is http://www.roth.net/perl/packages.  Don't
forget to "set save", or the changes will be lost the next time you launch
PPM.
