Look into XML::Parser. This allows you to use perl to take an xml document
apart and reformat it with html tags.

Subject: XML to HTML conversion

I am complete novice at this, so bear with me. Where would I even start
converting XML to HTML ) for display on a web page... I looked at the apache
site for server side solutions, but I'd rather keep it in perl. The XML data
is generated only once a week, so the perl script needn't be run when the
user access the web page to view the data.
