Roth's web site (http://www.roth.net/perl) for Win32::Perms.
This deals with security for all objects. You can use code that looks
something like this (untested):

Win32::Perms;
my $path =
shift @ARGV || $0;
my
$permsObj = new Win32::Perms( $path ) || die;
print
"Owner = ", $permsObj->Owner(), "\n";
print
"Group = ", $permsObj->Group(), "\n";
The Goup in this
case is the default, or primary, Group. There's plenty of other good
stuff in this module. Hope this helps...
