Without testing any code or anything, I'll make an educated guess that
these servers may possibly be NT servers that participate in a domain?

If that is the case, then the server will likely reject all/certain
attempts to create or work with the local groups... I had a similar
problem getting the 2002 FrontPage extensions to run on an NT server...
After searching the MSDN for long enough, I found a reference to a
Registry edit, that finally allowed it to work.

I couldn't seem to re-find that article I found before that fixed my
problem, but it's in there somewhere, just keep searching keywords, and
in the results, you might find the other little something that's also
affecting the situation (such as a network mixed up with Winnt and 2000
servers.)
