You can remotely launch programs on Windows 2000 using WMI.

The VB snippet is:
set process =
GetObject("winmgmts:{impersonationLevel=impersonate}!Win32_Process")
result = process.Create ("notepad.exe",null,null,processid)

I've use rsh on Unix to fire off programs on 
remote UNIX boxes.  Can you do this with perl on
NT/2000 class machines WITHOUT installing (perl
excepted) 3rd party software?  If not, how do you
