In the registry of a Windows XP, 2K, or NT system, there are entries for uninstall information for programs, including OS patches, and the 823980 patch.
In Windows XP, (and, I believe 2K) the key is: \\HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall\KB823980 In Windows NT, it is: \\HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall\Q823980 presence of these keys indicates that the patch is installed. You would then need to access the registry using Win32::Registry. As always, I recommend Dave Roth's "Win32 Perl Scripting - The Administrator's Handbook". But, as another poster mentioned, Microsoft has a network tool available.
