If Win32 and WinNT or greater, it's in the registry. As well, WMI is an option on those platforms as well.
I'd look on MSDN or Google Win32_Network and see what comes up as far as what WMI class would contain the information you are looking for. Check out http://www.roth.net/perl/scripts/scripts.asp?wmi-Generic.pl for a link to the MSDN site and a generic WMI script.
