We can reboot a remote Windows (Probably NT genre )computer using WMI of perl or pstools provided by sysinternals.com , freeware -- which comes with the utility psshutdown , for that you need to possess either DomainAdmin privileges or Local admin on the remote windows machine would suffice. and I think for Linux , you can try execute ssh with command line....
