Why couldn't you use pkzip/pkunzip?  I've used the Winzip command line
before and it isn't as consistent as pkzip....And its free!!!

If you buy a registered version of WinZip (somewhere around $29), you
can
get their command-line add-on free. I've used it before, and it's pretty
simple. They've provided some pretty good documentation with it.

As noted in Archive::Zip, encrypted files are an unsupported feature (at
this time).

You could find a copy of the old DOS exe (PKZ204G.EXE) if this is really
a
need and read up on the command-line options to pass to it.
