I've added support for SB_THUMBSCROLL to Win32::GUI::Scroll. Because
only some applications, that can redraw the screen adequately quickly,
would care to have SB_THUMBSCROLL support, I've made it optional, via a
true value, via a new optional parameter to Win32::GUI::Scroll.
