try this:

    my $file = Win32::GUI::GetSaveFileName(
        -title => "SaveAs",
        -filter => [
            "Filter 1" => "*.txt;*.doc",
            "Filter 2" => "*.pl;*.pm",
        ],
        -file => "foo.txt",
    );
