First thing is PPM works just fine on Windows 2000, so that is not
your problem.
Second thing, you are correct, there is a problem with the //dada
site, so don't use it until it is fixed.  You can get Win32-GUI from
the Jenda Repository 
http://jenda.krynicky.cz/perl/ and it will install just fine.  Follow
these instructions:

- From the command line:
1. ppm
2. ppm> set repository Jenda http://jenda.krynicky.cz/perl/
3. ppm> set save
4. ppm> install Win32-GUI

Now you are in business.
