I also saw this problem on WinXP.
I solved it by creating new Win32::GUI::Class with -color => 16 (which
is COLOR_BTNSHADOW, see winuser.h) and associating my window with this
class. 
That's an ugly hack but it works.

I can change the color on the controls just fine, but not the actual
