I think you should be able to use Win32::GUI::Timer (http://perl-win32- gui.sourceforge.net/cgi-bin/docs.cgi?doc=timer) or Time::HiRes (http://search.cpan.org/~jhi/Time-HiRes-1.90/HiRes.pm). I used already both of them and they always did what I want ;)
