I don't know. How can I check that?
I have just installed Win XP and I haven't made any "Regional and language
options" settings, and I have installed my program. It worked ok.
So with the default options of Win XP it works.

Then I have changed the settings to use the Romanian language in Regional
and language options, but the program works the same.

I guess the other users are using the romanian regional settings also.

I am creating a free dictionary for the romanian language, and the other
users are on a mailing list that discusses about the romanian dictionaries,
so I guess that they all have a romanian regional settings.

However, I would like to be able to create a program that works well, no
matter the regional settings used by the users. Is it possible without using
UTF-8?
