[perl-win32-gui] Installation

Hi 

How do I install this Win32-GUI-0.0.434?
I use PERL quite a bit. Does this provide a GUI development environment for
PERL? Is that the understanding?

I downloaded the zip file from web. I'm kind of clueless. Thanks.
