It just contains info on building perl on Power MachTen systems. 'perlmachten.pod' should be in the pod directory of the source. I'll email them to you separately in case you don't have them. I think your error is an 'install' error. That is, the build process has been successfully completed and installation is failing because these 2 files can't be found.
