I'm not trying to discourage your use of perl but...
If you simply go to Start/Settings/Sounds you should
be able to select a sound that Windows will play for
you when mail arrives. I downloaded the old AOL
"You've got mail" sound clip (even though I don't
use AOL) and set the "New Mail Notification" to
use that mp3 file.
