I disagree. If the intent it to measure user experience, you probably want
to poll at regular intervals (say every 5 minutes) whether it is quiet or
not. You want to engineer the network to your average peak times. If you
engineer it to the quiet times you are going to have a pretty frustrated
group of users/customers on your hands.
