Best choice is "Programming Perl" by Larry Wall (O'Reilly) for insights and concepts involved, but sometimes the size of the book is daunting.
 
The next best choice is "Learning Perl" by Randal L. Schwartz and Tom Phoenix (O'Reilly). It reasonably well covers all key topics.
 
After this (on need basis) you can also refer to "Perl Cookbook" by T. Christiansen (O'Rielly).
 
If you are going to try you hands-on on Windows platform, then online perldoc for Win32, WinAPI related are very good for Windows OS specifics.
