The OLE browser is written using DHTML and PerlScript. IE in WinXP SP2 will only execute PerlScript code if the "Initialize and script ActiveX controls not marked as safe" setting of the Local intranet zone is set to "Enable". For some reason it doesn't seem to work if you set it to "Prompt". Of course you should not enable this option unless you are really sure that you don't have any malicious HTML files in your local intranet zone.
