Check the firewall log.  If you don't have one you can enable it via the
Control Panel "Security Center" mmc.

You can add the program FTP (C:\WINDOWS\system32\ftp.exe)&
telnet(C:\WINDOWS\system32\telnet.exe) to the Windows Firewall Exception
or you can add the port 21 and 23 to its port range.

I added both programs and tcp & udp ports 21 & 23 to the Windows
Firewall Exception with no results.
I can't explain how Firewall (which deals with internet connections) can
interfere with local network connections !
I also tried to search for <FTP firewall> in windows help whith no
result due to may be my having russian localized vindows wersion I
stress that my problem with ftp & telnet clients.
