The Windows console is not ansi compatible by default. If you are using
command.com, I think you could load ansi.sys in config.NT or config.sys
depending on your OS version.
As to cmd.exe, check out the Win32 modules available via PPM. In particular:
Win32::Console and Win32::Console::ANSI.
BTW: I wish someone would make the console curses compatible.
