I have found that perl for web development is painful. If you plan on
using perl for this, use the Mason modules for templates and keep all
logic away from display.
I found PHP to be much easier to work with for web stuff. Like perl
though, make sure you use some kind of templating system, like Smarty or
XTemplates.
