ACLs don't automatically update when their parent is updated unless certain APIs are used (see http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q266461& and http://msdn.microsoft.com/library/default.asp?url=/library/en-us/secauth z/security/setsecurityinfo.asp).
