This probably doesn't answer your question, but we use Crypt::SSLeay, which we get from the winnipeg reporitory at http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer58. Installed via ppm, of course. It downloads 2 DLL files, which need to be put somewhere in the system path. That makes it unnecessary to install OpenSSL - I assume that when you install (and maybe compile?) OpenSSL, it creates those same DLL's.
