Chris - go ahead and install SOAP::Lite ('ppm install SOAP::Lite'), then
head over to http://www.soaplite.com/ and read, read, read ;-)

Just looking at the PHP code, I think it shouldn't take more than an
hour to recreate the PHP-code in Perl.
