I have it on my TODO list to improve the PPM build system to successfully build some of the more important modules automatically, but it may take a couple of weeks before I find time to do this. Net::SSLeay is at least on the candidate list for this project, but it will depend on any difficulties I may encounter (and how much time the other modules take) whether I'll get Net::SSLeay building for the Win x64 repo or not.
Feel free to send me a reminder near the end of the month to see if this is still on my list or got pushed back by other priorities.
