That might work. See if adding the trouchelle repo helps:

ppm repo add trouchelle

I can see that Catalyst-5.7001 is available there for perl-5.12, along with 
its pre-requisite Catalyst::Runtime (version 5.80024 is on offer)

That's certainly another option to try - installing using CPAN.pm.
Or, with ActivePerl, firstly 'ppm install MinGW', then you should get the 
same mileage as you'd get with Strawberry - installing using CPAN.pm.
