It should be there, perhaps the Activestate site was down when you tried it.
Try doing a search for Tk and see if you find it.  If you don't find it
execute the 'set' command and check to see if the Activestate Package
Repository is included in your repository paths.  BTW, what version of perl
are you running?  I noticed on the Activestate web site that there is a
"hotfix" available for PPM if you are running 613.

If everything looks good and you still can't get Tk to install, I have the
tar.gz and .ppd file  for Tk v800.015 that I could send to you.  The Tk
version that I have probably won't be installable on Activeperl build 613,
but If your running a 5xx build (or are willing to downgrade) I'll send it
to you.  

Actually Tk v800.016 through v800.019 (Activestate has .018 in their
repository) are all rather buggy.  It sounds like v800.020 is fairly stable,
but based on the ptk mailing list traffic, still has a few problems.  In my
opinion until at least v800.021 is available your probably better off
sticking with v800.015.
