You need to add the --location parameter to the ppm command, like:

   ppm search --location=e:\mirrors\dnloads\perl

If you omit the --location parameter, ppm looks to the activestate repository
and any others you added using the 'set repository' command.  See the PPM FAQ
at http://www.activestate.com/ActivePerl/docs/faq/ActivePerl-faq2.html.
