Must the app be implemented with Perl?  And, I'm not quite sure what
you mean by "automated".

Try this:

and download Graphic Workshop Professional.

It'll be able to read in the directory, allow you to tag the files and
then create thumbnails of those images you select.  It will also
scale and convert most formats.

I've downloaded hundreds of megabytes from those binary
"art" groups (yeah, right :-) ) and GWP is the bee's knees..
