Get yourself a copy of nmake.exe free from microsoft's site.
http://support.microsoft.com/download/support/mslfiles/NMAKE15.EXE
run the name15.exe and put the extracted files in your path.
Download http://www.cpan.org/authors/id/JANPAZ/DBD-XBase-0.160.tar.gz
Extract the file.. run perl Makefile.PL in that directory.
run
nmake
run
nmake install
It's more fun this way.
