I can see several possible problems.
First, the CPAN module relies on a number of tools that wouldn't be
available for most common installs of windows.
Second, it is my impression that ppm installs 'built' modules. The normal
build of the CPAN module asks a number of questions that are then stored in
a Config.pm. Unless ppm causes it to ask those same questions I am not sure
how it could be installed correctly.
