HTML::Base

Hello And Happy Friday,
I was curious, has anyone ever heard of a module called HTML::Base?

I found some code that uses it, and was wondering where I could find the 
module?

I looked on ActiveState, but did not see it there.? Maybe its packaged 
under a different name?
