IIRC, there are no associated binaries... just put SNMP.pm into c:\perl\lib\net
(next to Ping.pm) and it works...

Subject: PPM support for Net::SNMP?
I'd like to build my own browser based SNMP management console using, of course,
Perl and Net::SNMP. I can't find a PPD for Net::SNMP, nor can I find any
pre-compiled Win32 binaries. I don't have a compiler to "make" the install, and
I'd rather save that as a last resort.
Is there a net-snmp.ppd? Or does anyone know of an FTP sight containing
per-compiled Win32 binaries? Any other ideas.
