You need to be reading the discussion "Re: Suggestion: put CPAN module on
ActiveState PPM archives!" happening right now. Most of any answers hat you
could expect here are being given in that thread.

Your subject line asked about alternatives to make, not to cl.exe. `MAKE'
ne `CC'. To compile executable programs you need an entire system of
compiler, linker, bintools, headers, libraries, and make utility ... that's
what minGW is, its a GNU Free Software native Win32 complier _system_ built
around gcc, the GNU C compiler -- the system was in an earlier stage named
'egcs'. GNU `make' is one of the tools but you could try to use it with
others (pmake for instance).
