Whenever I run makefile.pl (which uses MakeMaker) I always end up with
this:

Writing Makefile for XML::RSS
As well as two files, named &1 and makefile. Whenever I use nmake, though,
I get an error about not able to run 0. What's wrong, and what should I do
to fix it?
