When you say "the FOOTNOTE section of an html page", what exactly do you mean?
You speak as though that section is a convention, but I've never heard of it. Are
you perhaps try to have footnotes open in a new, small browser window? Or insert
marked passages at the end of a document?
I'm happy to help if I can, but it always helps to be specific, as I frequently
learn to my cost. You might also find the question is quicker addressed on the
Perl-Win32-Web Mailing List.
