I think the missing piece here is that it is a 'tar' file. Tar files are
archives containing multiple files (stands for Tape ARchive). I think your
download software renamed the file from 'DBI-1.13.tar.gz' to 'DBI-1_13_tar.gz'
and you lost the extension necessary for your uncompression software needed to
recognize the fact that it is a tar file (commonly called 'tarballs'). Rename
'DBI-1_13_tar' to 'DBI-1_13.tar' and uncompress it again. You should get a
directory named 'DBI-1.13'. Hope that helps.
