If you are concerned with security take a look at the CGI docs after you
install ActivePerl that discusses how to avoid DoS attacks. There are also
several good books out there that talk about Perl and Security. O'Reilly CGI
Programming With Perl is one of them.

The local Perl doc help should be available via this URL
"file:///C:/Perl/html/lib/CGI.html#avoiding denial of service attacks" if
you install into the default directory.

download the .msi file from activestate site, run it, follow the install
questions..

when you have an actual problem, then post and ask a question.. otherwise
you are not likely to get alot of help.
